THE
INTERNATIONAL INSTITUTE FOR THE ADVANCEMENT
OF
HUMANS AS MARINE MAMMALS

CHARTER

WHEREAS humans in the embryo and until birth are marine mammals, breathing fluid with the salinity of primordial seawater, and;

WHEREAS modern Society devotes the first four years of life to the extinguishment of native abilities to live in the marine environment and to adapt to the less natural ability to walk, feed. clothe, house, socialize and otherwise adapt to a land oriented society, and;

WHEREAS humans that are trained by Society as land creatures are not necessarily appropriately or adequately trained to enter the marine environment with an attitude of marine conservation and environmental ocean stewardship, and;

WHEREAS the increasing numbers of inappropriately and inadequately trained humans participating in ocean-related activities may lead to serious marine habitat degradation, and

WHEREAS technology is replacing individuals appropriately and adequately trained as marine mammals to live, work, play, and otherwise adapt for participation as beneficent creatures in the ocean environment by insensitive and non-human robotics machines, instruments and devices and;

WHEREAS The Laws of the Land are increasingly directed to the prohibition of appropriately and adequately trained and adapted humans as participants in the preservation, stewardship and enhancement of the ocean environment, and;

WHEREAS humans who are incapacitated for effective living as land oriented creatures by virtue of blindness, loss of hearing, paraplegic, quadriplegic, or motor impaired, are relative to land oriented humans, advantaged as
marine mammals, and;

WHEREAS the ability for Society to learn about the ocean's regulatory nature on the planet, it's known and as yet unknown potential resources, and it's recreational and relaxational value is contingent on an appropriate and adequate knowledge of that ocean, and;

WHEREAS by virtue of the aforementioned cultural adaptation, legal constraints and ignorance, appropriately and adequately trained humans as marine mammals are a highly endangered species, and;

WHEREAS it has been demonstrated that by proper education, training and development of prosthetic equipments it is possible to reeducate, reorient and readapt humans as marine mammals at any age and regardless of prior
deprivation and;

WHEREAS by virtue of this capability it must be concluded that the ability of a human to perform as a marine mammal is a fundamental part of the Common Heritage of Humanity.





NOW THEREFORE there is established The International Institute for the Advancement of Humans as Marine Mammals for the purpose of reeducation, reorientation and readaptation of humans to perform as appropriately and adequately trained marine mammals, to foster an attitude of proper environmental ocean stewardship by humans as marine mammals, to promote the development of facilities and equipments to serve the needs of communities of humans as marine mammals, to implement laws and regulations which further survival and growth of communities of humans as marine mammals, to advance the proper integration of these communities with the oceanic ecosystem and to otherwise promote and manage innovation for the benefit of humans as marine mammals.
