Haiti as the New Atlantis
Rising from the sea washed clean and rejuvenated
by Deep Ocean Water of a 'lavalas' environmentally sustainable development.


Haiti is the leeward half of a trade wind island in the Caribean; once known as the fabled island Hispaniola, discovered by Columbus in 1492. Through the centuries sailing ships have been swept past this island through the Windward passage between Haiti and Cuba on their way to the Western Caribean and the Gulf of Mexico. A dangerous and difficult tack was required to make entry into the Gulf and reach Port au Prince or South of the Island to reach the anchorage of the Baie des Cayes. Politically and economically isolated as the nation of liberated slaves in a world whose economy and culture was based on slavery, the nation was deprived of the accessability provided by steam, by cable and by the industrial revolution. Under the heel of despots this deprivation continued until the return of the democratically elected government. Were it not so this beautiful demi-island would probably have developed as the Oahu of the Caribean.

At long last, and in the face of overwhelming obstacle, the nation now has a government dedicated to the well being of its people. The technological revolution which was denied may now be a blessing in disguise for no nation can rise above the squalor of a Western world imposed environmental slum and reach its true potential unless there is development which is environmentally and culturally sustainable. One resource which has been identified as one of the first, if not the first, of the worlds natural energy resources is deep ocean water . If this is so, then Haiti is blessed as no other nation is blessed with a resource in close proximity to the entire coast of this uniquely configured state. Superimposed on this conventional map of Haiti is the 1000 meter isobath (this will not be found in any other commercially available map). At this depth the water is cold and pure and rich in nutrients and environmentally replenished by the waters of the Arctic.


The appropriate development of this resource will gurantee the cultural and environmental pre-eminence of a New Atlantis in a nation which. from its very foundation was dedicated to the proposition that all men are created equal and that they are endowed by their creator with the Common Heritage of certain inalienable rights and among these rights are life, liberty and the pursuit of happiness.

The pilot project for this new world was generated on Friday the 26th of May by the staff of the Haitian cabinet and was endorsed, if not blessed, on Friday the 27th of May by Father Adrienne, the spiritual leader of the movement which liberated the nation from a century of tyranny.

The project designed by nature and the needs of survival is immediately describeable and its name shall be called SAINT-MARC MARINE DEVELOPMENT CENTER PILOT PROJECT and its technology and philosophy shall be drawn from the Common Heritage of Humanity.
